Take the aluminium pilot tube off the gas valve start up and see if gas actually comes out of the pilot fitting and if you have 24v on the 2 blue wires the igniter may be bad that should cause the mini igniter to glow when it gets 24v. If you have hot surface ignition the ignitor may be broke.

If it s an intermittent pilot system there may be other things going on to where no ignition sequence is taking place. The igniter gets very hot and glows bright orange to light the gas burner. This is typically the problem if you can hear your furnace click on but it does not fire up.
